	Directed towards empowering the capacity of :
		State Actors
		Civil society Groups
		Vulnerable Groups
	So they will be more self reliant in handling human rights situations affecting own lives and those with whom they interact.
	CSHR has identified state actors representing Education, Health, Law enforcement and Public administration section.


School Level		Pre Science Teachers training will be establish networks among teachers and include network formation.
University Level		For both Academic and Non-Academic staff to acquire knowledge and skills in Human Rights.


Armed forces		Capacity building training of Army personal, Navy & Air Force personal.
Police		Covers in-service training of instructors, training of gazetted officers and new recruits and refresher courses for those who have already undergone Human Rights training.
Prisons		Basic training for prison officers, training of trainees in the department of prisons.


		From divisional secretaries to Grama Niladharis all state actors interfering with the public are made aware that they are duty bound to respect the rights and freedom of the people they come into contact with.


School Children		students and teachers will be trained as trainers in Human Rights Educators. To be coordinated by the centers of the Human Rights Education for schools programme.
University Students		Undergraduates and graduates are attached and encouraged to involve themselves in Human Rights work, advocating, dissemination of international research and other skills on Human Rights are thought.


		Envisages making the community leaders and the welfare officers in the plantation community aware of their rights and responsibilities.


		Reaches a range of groups in the rural community through their community leaders. Knowledge is acquired through community leaders who are trained as trainers. Community coordinators are offered refresher training.


Differently - Abled Persons		Often being marginalized, there is a need to integrate persons who are differently abled into normal life. They are made aware of their writes and those working with the differently abled people are trained.
Prison Inmates		Programme includes prison inmates and youthful offenders. With awareness of their rights and freedoms they will be placed in a stronger position to safeguard their writes and to seek redress at times of violation of their writes.

	Recognition and reward of contributors and achievers in the field of Human Rights. This activity is expected to be a source of inspiration for other people to be involved in similar activities.
